This is a restriction tag for images which are of or contain portions of documents issued officially by a governmental or related organisation. Whilst a number of 'official' documents are not copyrightable (see threshold of originality), the use and reproduction of them is tightly controlled for other reasons. This restriction tag is needed to alert users of the file to the existence of these additional restrictions.
